Gaps in Playout due to Frame Degradation

Problem Description

Video decoders may handle severe image degradation by either "freezing" the image or by presenting a neutral color blank image. Periods of severe degradation may therefore appear as gaps in playout.

This type of problem is caused by periods of high packet loss that are impacting I frames.
